Lutetii, officially known as the Confederated City-States of Lutetii, is a sovereign nation in the general vincity of the Free Lands of the Selkie. Nowadays mostly a loose collection of city-states,
Lutetii in Pre-Historic Times
Ancient Lutetii (444 BCE - 800)
Lutetiian Middle Ages (800-1499)
During the Crusade, Lutetiian vessels were attacked by pirates on occasion, which led to retaliation against Christian Supply Convoys, although that was more once every blue moon. Newer research revealed plans of the Crusaders to invade Lutetii after they had finished dealing with the Selkie, using their lands as a base of operations.
Warfare on land during that time was dominated by heavy infantry, a tradition, which would be continued for many centuries. Predominant weapon was the spear. Cavalry was mostly made up of hired mercenaries, used sparingly and mostly in auxiliary roles.
War at sea playing a vital role mostly on the basis of what would today be called a Sea Denial Strategy, denying the enemy the use of the sea for trade and communication without the enemy himself having to use vast resources for the security of these lines of communication and trade. Naval battles, while not rare during that time, were mostly smaller confrontations.
The Trader-Republics (1499-1846)
Lutetiian Golden Age (1846-1899)
The Lutetiian Republic (1899-1976)
Lutetii was involved in the Decolonization Wars as the backer of several rebelling factions. This power-playing ultimately strengthened Lutetii's position with these rebelling factions, not all of which were successful, but also undermined Lutetii's position in the world at large.
In 1946, the submarine Squalo was forced to surface by units of the SDF-Navy engaged in Operation Spriocearcaitheoir, nearly causing an armed confrontation between both nations. Lutetii had already planned for such a confrontation as Piano di Guerra Oro (War Plan Gold or PdG Oro). Only intervention by the cruiser SDFS Aeval, repatriating the Squalo-Crew, working together with the local peace movement, prevented that plan coming to fruition and an uneasy peace followed.

Republican Junta (1976-1987)
In 1976, the Republican Junta took power in a short, violent coup.
In 1983, the Lutetiians tried to retake the Vellenge Islands, resulting in the Second Vellenge War with the Selkie. A few months later, the Republic had to cede the Islands back to the Selkie in the Utica Peace Accords, as well as disarming the biological weapon arsenal - from there, the Republican Junta went downhill.
From 1985 to 1987, the Lutetiian Civil War raged and Republican Junta lost both the government and the favour of the international community. The new leaders, calling themselves the Council of Ten, reorganized the country into the Confederated City-States, a collection of more or less independent city-states close together against the outside.

The Winged Lion's Lament (1987 - 2019)
The 90s were mostly a time of introspective, rebuilding and keeping the outside world outside. During that time, Lutetii mostly followed isolationist policies.
In a remarkable change in the constitution in 1992, the Confederated City States disbanded its military, much of its equipment and personell being taken over by the newly found City Guards and the Confederated Coast Guard.
Partito dei Berretti Rossi (2019 - today)
The Partito dei Berretti Rossi, Party of the Red Berets or PBR for short, came to power first in 2011 in Zara, supporting a nationalistic-liberal platform, mostly drawing on the youthful spirit of its supporters, who "have enough of the Old Guards blocking progress in the name of so-called 'tradition!'", in the words of party's leader Sanita Capintesta.
On the 18th of August 2019, the PBR won the majority in the Elections for the Maggior Consiglio, thus being able to appoint the Doge, which they did in the form of Capintesta.
In 2000, the MDM, the Lutetiian Merchant Navy, was dissolved.

More of a pest accidentally introduced to Lutetii in the 7th or 8th century is the Orsella, a.k.a. the Oileacún, originally endemic to the Oileánra-Archipelago. In Lutetii, they mostly live in the cities and raid trashcans,

Politically speaking, Lutetii is a confederation of 521 cities and towns, all of which elect a representative and send that one to sit in the Maggior Consiglio, the Great Council. The Maggior Consiglio functions as the Parliament of Lutetii, being the supreme legislative body and while the majority of the new laws come from the Executive Branch of the Government (the Doge and his Cabinet), the Maggior Consiglio sees it as its most important function to check, assess and amend the Government's legislatives programs. They also elect the Doge.
Each Cabinet Member is supported in his role by a number of Savii, Wise Men (although women are allowed, too). These Savii and the ministers and the Doge and an equal number of representatives from the Maggior Consiglio together form the Pien Collegio, the executive body.
The Supreme Court is the Quarantia, the Council of Forty, . Their head is a tribunal, headed by three state inquisitors. One is Il Negro, the Black One, appointed by the Doge, two are I Rossi, the Red Ones, appointed by the Maggior Consiglio. While keeping Lutetii's internal security in check is one of their many responsibilities, their main function is being the highest judicatory council in Lutetii.
Relationship to the Free Lands
Le Coste Nostre, LCN for short, is an organized crime syndicate. Currently the biggest headache of the Council of Ten, this syndicate associated itself with the Windsinger Sect (although the Windsinger Sect does not return the favour, although it apparently gladly takes the donations) and controls a good part of the criminal underworld within the region and has almost total control over the underworld in Lutetii.
From Piracy to illegal prostitution, from drugs to smuggling, the LCN has their hands everywhere - but leaves no proof, that would allow to incriminate the entire syndicate, only smaller cells. The syndicate is suspected to be led by Antonio Siggaro.
